Pci card to serial port

I cannot create any COM ports and none are there by default. If I try this on my desktop it works perfectly. PCI serial port unable to find driver.

I'm not sure how this has happened and I haven't noticed any differences in using my computer but something has happened and its been I attempted a check via the HP assistant and I could not work out which driver is required if any. Has anyone come across this The drivers for this device are not installed.
